EU 域内で販売される電気・電子機器について、特定有害物質の使用を制限するEU法令です。
RoHS 指令の所管は欧州委員会 (European Commission) です。
電気・電子機器を対象とする環境・製品法制であり、「廃棄物とリサイクル」分野に分類されます。
RoHS 指令は加盟国宛ての指令であり、罰則や取締りは加盟国が自国の国内法として定める構造になっています。

製造者は、対象製品がRoHS指令に適合していることを確認し、技術文書を作成・保管します。
そのうえで、EU 適合宣言書を作成し、CE マーキングを表示します。
EU 適合宣言書を作成することで、製造者が製品の RoHS 適合について責任を負います。
家電、パソコン、通信機器、照明機器、電動工具、玩具、医療機器、監視・制御機器などの 電気または電磁場に依存して機能する製品が対象です。
RoHS 指令と WEEE 指令は、電気・電子機器のライフサイクルの異なる段階を規制する、相互補完的なEU指令です。
RoHS 指令が有害物質を制限する一方、WEEE 指令が機器の回収・リサイクルを促進する制度として、両者が並行して機能します。
RoHS指令2011/65/EU第2条第4項では、次の11区分を除外しています。
